Heating

As a prototyping rule of thumb- you do not want to pour silicone around something to embed it; you want to cure a silicone shell that you can then put something inside of. Molding something like a heating pad inside silicone just means the device will tear itself apart in time.

For prototyping, consider sticking to pre-made heating pads, with known characteristics- rather than getting some resistive wire and starting from scratch. Also, test the performace of the pad both on its own and as installed to make sure it cannot reach unsafe temperatures.
